Commission Implementing Decision (EU) 2020/1645 published today in the Official Gazette of the EU regarding certain temporary protection measures related to African swine fever in Germany. The decision establishes that Germany will ensure that the infected area, where measures are provided for in accordance with Article 15 of Directive 2002/60 / EC, covers at least the areas listed in the Annex to this decision. This Decision shall apply until 31 January 2021.

Approval of the active substances

Plant protection products

Commission Regulation (EU) 2020/1633 of 27 October 2020 amending Annexes II, III, IV and V to Regulation (EC) No 396/2005 of the European,Parliament and of the Council as regards maximum residue levels for azinphos-methyl, bentazone, dimethomorph, fludioxonil, flufenoxuron, oxadiazon, phosalone, pyraclostrobin, repellants: tall oil and teflubenzuron in or on certain products.

In the context of the procedure for approving the use of plant protection products containing the active substance bentazone on potatoes, leeks, herbal infusions of leaves and herbs, poppies and soybeans, an application was submitted to amend the existing MRLs. Such application was filed for blackberries and raspberries, strawberries, rhubarb, flaxseed, sesame seeds, canola / mustard seeds, mustard, borage seeds, golden pleasure seeds and hemp seeds, table grapes, sweet corn and coffee beans, apples, Brussels sprouts and main cabbage.
The new maximum levels of these substances are found in the Annex, and the Amendments apply to products manufactured before 25.05.2021, except for pyraclostrobin in table grapes and repellents: high oil in all products.

Coordinated approach to closing the Schengen borders

Council Recommendation 2020/1632, published today in the Official Gazette of the EU, regarding the coordinated approach to closing the Schengen borders, and checking natural persons within the Schengen area, regardless of their nationality. Namely, the basic principle is that the borders remain open, and that there are no checks within Schengen.

In view of the COVID-19 pandemic, Council Recommendation (EU) 2020/1475 defines general principles and common criteria, including the usual thresholds when considering restrictions on free movement in response to the COVID-19 pandemic. It also establishes a common framework regarding possible measures for travelers coming from higher risk areas. It is recommended that Member States coordinate and communicate with the public when restrictive measures are imposed.

Imports of renewable ethanol into the EU

Commission Implementing Regulation 2020/1628, concerning the control of imports of renewable ethanol into the EU. Namely, France informed the Commission that it is necessary to control the import of renewable ethanol into the EU. Union surveillance may be introduced where the trend in imports of products threatens to harm Union producers and where the Union interest so requires.

As imports have increased in recent years, the market shares of the Union industry have decreased. EU demand has collapsed in recent months, and the economic situation of the Union industry has deteriorated. When the market recovers, it can be expected that existing unused stocks in major producer countries outside the EU is being exported en masse to the EU, thus preventing the recovery of EU industry. Moreover, it cannot be ruled out that some governments in an effort to sustain production activities might introduce subsidies or other forms of support in favor of their ethanol industry. Therefore, a retrospective monitoring of the import of renewable ethanol into the EU is being introduced, which will last for a year.

The list of products subject to retrospective Union surveillance can be found in the submitted Regulation.

The product that is subject to retrospective control is renewable ethanol for fuel, ie. Ethyl alcohol produced from agricultural products, denatured or undenatured, excluding products with a water content of more than 0.3% (m / m) measured according to EN 15376, but including ethyl alcohol produced from agricultural products contained in mixtures with petrol with an ethyl alcohol content of more than 10% (v / v) intended for fuel use.

The product concerned also comprises ethyl alcohol produced from agricultural products contained in ethyl tert-butyl ether (ETBE). The product range is exclusively limited to renewable ethanol used for fuel. Therefore, synthetic ethanol and renewable ethanol intended for purposes other than fuel, ie. industrial use and use of beverages, is not covered by this requirement.

Highly pathogenic avian influenza

Commission Implementing Decision (EU) 2020/1606, published today in the Official Gazette of the EU regarding certain temporary protective measures in relation to highly pathogenic avian influenza of the H5N8 subtype in the Netherlands.

The Netherlands recently confirmed the presence of the HPAI virus subtype H5N8 in wild migratory birds and non-migratory birds in its territory.

The Netherlands also recently notified the Commission of an outbreak of HPAI subtype H5N8 on its territory, on a farm where poultry or other captive birds are kept in the province of Gelderland, and immediately took the necessary measures in accordance with Directive 2005/94 / EC, including the establishment of protection and surveillance zone.

This decision will be applied until February 28, 2021.

Protection of EU consumers from dangerous substances

The Commission is taking another important step to protect EU consumers from hazardous substances in frequent contact with human skin, which are known to cause cancer and reproductive health problems.

On Sunday, November 1, a restriction came into force that limits consumer exposure to 33 carcinogenic, mutagenic or toxic to reproduction (CMR) chemicals.

The restriction specifies the maximum concentration limits established for individual substances or groups of substances potentially present in articles:
• clothing and related accessories,
• textiles other than clothing that come into contact with human skin under normal or reasonably foreseeable conditions of use to the extent similar to clothing, and
• put on

Restrictions in these products include substances such as polycyclic aromatic hydrocarbons (PAH), cadmium, chromium, lead and its compounds and phthalates, among others. It also contributes to reducing emissions of these hazardous substances into the environment, which can occur, for example during washing, and improves the quality of recycled textile materials. The restriction is based on the EU REACH regulation, which provides the world’s largest protection of human health and the environment.

Adjusting the level of tariff quotas

Notice concerning the adaptation of the level of Tariff Rate Quotas under the safeguard measures on certain steel products following the exit of the United Kingdom from the European Union as of 1 January 2021.
The United Kingdom will no longer be part of the EU customs territory. Therefore, from that date, the measures applied will change. In view of this change, the Commission considers it appropriate to adjust the scope of the Tariff Quota (“TRK”), as well as the list of developing countries that are the subject of current measures.
Written submissions as comments on this notice must be submitted within 5 working days from the date of publication in the Official Gazette.

 Tariff and statistical nomenclature and on the Common Customs Tariff

Commission Implementing Regulation (EU) 2020/1577 of 21 September 2020 amending Annex I to Council Regulation (EEC) No 2658/87 on the tariff and statistical nomenclature and on the Common Customs Tariff. Transmissible spongiform encephalopathies in ovine and caprine animals

Commission Regulation (EU) 2020/1593 of 29 October 2020 amending Annex X to Regulation (EC) No 999/2001 of the European Parliament and of the Council as regards further examination of positive cases of transmissible spongiform encephalopathies in ovine and caprine animals. Namely, given the lack of recent cases, after the recurrence of the disease in France and Cyprus in 2005, it is necessary to change the examination procedure to limit it to only necessary cases.

Non-essential travel to the EU

Communication from the Commission to the European Parliament, the European Council and the Council publishing Guidelines for persons exempted from the temporary restriction on non-essential travel to the EU with regard to the application of Council Recommendation 2020/912 of 30 June 2020.

I draw your attention to the parts of the Guidelines that refer to the entry of persons from third countries, ie persons who are not EU citizens, listed in Part III. Certain categories of passengers with a basic function or need – Annex II to Council Recommendation 2020/912. I note that the Guidelines indicate that EU Member States should allow travel for all categories listed in Section III, and not just for some of them.

African swine fever

Commission Implementing Decision (EU) 2020/1568 amending the Annex to Implementing Decision 2014/709 / EU concerning animal health measures relating to African swine fever in certain EU Member States.

Since the date of adoption of Implementing Decision (EU) 2020/1535, new outbreaks of African swine fever have been reported in feral pigs in Poland.

In order to take into account recent developments in the epidemiological situation of African swine fever in the EU and to proactively address the risks associated with the spread of the disease, new high-risk areas of sufficient size should be established. Delimited for Poland and duly listed in Parts I and II of the Annex to Implementing Decision 2014/709 / EU.

Radio equipment

Commission Implementing Decision (EU) 2020/1562 of 26 October 2020 amending Implementing Decision (EU) 2020/167 as regards harmonised standards for certain radio equipment concerning advanced surface movement guidance and control systems, primary surveillance radars, broadcast sound receivers, international mobile telecommunications equipment and fixed radio systems. Namely, some standards have been withdrawn because they have been revised (EN 301 908-2 V11.1.2, EN 301 908-13 V11.1.2, EN 302 217-2 V3.1.1 and EN 303 213-6-1 V2.1.1) while other obsolete (EN 303 339 V1.1.1). Animal food control measures

Commission Implementing Regulation (EU) 2020/1560 of 26 October 2020 amending Annex VI to Regulation (EC) No 152/2009 laying down the methods of analysis for the determination of constituents of animal origin for the official control of feed.

Commission Regulation (EC) No 152/2009 establishes test methods used to support official controls to enforce the ban on the use of processed animal proteins in feed for food-producing animals. This includes methods of analysis for the determination of ingredients of animal origin for the official control of feedingstuffs, which are described in Annex VI to that Regulation and performed by light microscopy or polymerase chain reaction (PCR). However, during the examination, the European Union Reference Laboratory for Animal Proteins in Animal Feed and the national reference laboratories in the Member States encountered difficulties in interpreting the results following the application of the light microscopy method described in Annex VI to Regulation 152/2009.
In order to ensure legal clarity and certainty and to avoid different interpretations, it is appropriate to amend certain provisions in Annex VI.

The changes can be seen in the Annex. The regulation enters into force 20 days after its publication in the Official Gazette.

Commission Implementing Regulation (EU) 2020/1559 of 26 October 2020 amending Implementing Regulation (EU) 2017/2470 establishing the Union list of novel foods. Namely, due to the adoption of eight new Implementing Regulations for the purpose of adding or changing foods on the list of novel foods, they should be included in the new list of novel foods.

The Regulation shall enter into force on the day of its publication in the Official Gazette, and shall apply from 13.08.2020.

Pepino mosaic virus

Commission Implementing Decision (EU) 2020/1549 of 22 October 2020 repealing Decision 2004/200/EC on measures to prevent the introduction into and the spread within the Community of Pepino mosaic virus.

Following a reassessment of the phytosanitary status, the virus is included in Part F of Annex IV to Commission Implementing Regulation (EU) 2019/2072 with a list of harmful quarantine pests and certain plants for planting regulated by the Union, with appropriate categories and thresholds for the vegetable seeds concerned. Therefore, the Decision previously listing the corresponding virus is obsolete and repealed (Decision 2004/200 / EC).

African swine fever

Commission Implementing Decision (EU) 2020/1535, published today in the Official Gazette of the EU amending the Annex to Implementing Decision 2014/709 / EU regarding animal health measures related to African swine fever in certain EU Member States.

Since the date of adoption of Implementing Decision (EU) 2020/1402, new outbreaks of African swine fever have been reported in domestic pigs in Romania. In addition, new outbreaks of African swine fever have been reported in feral pigs in Poland and Slovakia.

Also, the epidemiological situation in certain areas of Poland, Latvia and Lithuania has improved with regard to domestic pigs, due to the measures applied by these Member States in accordance with Directive 2002/60 / EC.

In order to take into account recent developments in the epidemiological situation of African swine fever in the Union and to proactively address the risks associated with the spread of the disease, new high-risk areas of sufficient size and demarcation should be established for Poland, Slovakia and Romania. in parts I, II and III of the Annex Implementing Decision 2014/709 / EU.

Animal health control 

Commission Implementing Decision 2020/1525 amending Implementing Decision 2013/764 / EU as regards animal health control and measures relating to classical swine fever in certain Member States. Namely, Implementing Decision 2013/764 / EU also provides for derogations from the ban on the dispatch of live pigs from certain areas, provided that they meet a number of conditions, including supervision. Taking into account the effectiveness of the surveillance and control measures applied in Latvia, and given the favorable epidemiological situation of classical swine fever in that Member State, all areas in Latvia currently listed in the Annex to Implementing Decision 2013/764 / EU should be deleted from that Annex.

Cinnamyl alcohol 

Commission Implementing Regulation 2020/1510 on the approval of cinnamyl alcohol, 3-phenylpropan-1-ol, 2-phenylpropanal, 3- (p-cumenyl) -2-methylpropionaldehyde, alpha-methylcinnamaldehyde, 3-phenylpropanal, cinnamic acid, cinnamyl acetate, cinnamyl butyrate, 3-phenylpropyl isobutyrate, cinnamyl isovalerate, cinnamyl isobutyrate, ethyl cinnamate, methyl cinnamate and isopentyl cinnamate as feed additives for all animal species except marine animals, which shall enter into force 20 days after publication in the Official Gazette. Substances that were produced according to the old rules until 08.05.2021 can be placed on the market, as well as food produced until 08.11.2021.

African swine fever 

Commission Implementing Decision (EU) 2020/1513, published today in the Official Gazette of the EU, regarding animal health control in Germany.

Namely, Germany informed the Commission about the current situation with African swine fever in its territory, following the case of that disease in the state of Brandenburg, and in accordance with Article 15 of Directive 2002/60 / EC, it took a number of measures, including the establishment of an infected area. are measured to prevent the spread of these diseases. The appendix lists all areas affected by the new measures in Germany.

Active substance thiophanate-methyl 

Commission Implementing Regulation 2020/1498 concerning the non-renewal of authorizations for the active substance thiophanate-methyl, concerning the placing of plant protection products on the market. Namely, the application submitted in connection with the renewal of the approval for the active substance thiophanate-methyl was withdrawn by the applicant, and the approval will not be renewed. Member States shall withdraw authorizations for plant protection products containing thiophanate-methyl as active substance by 19 April 2021 at the latest, and all authorizations shall expire by 19 October 2021 at the latest.

Nutrient additives 

Commission Implementing Regulation (EU) 2020/1497 of 15 October 2020 concerning the authorisation of L-methionine produced by Corynebacterium glutamicum KCCM 80 184 and Escherichia coli KCCM 80 096 as a feed additive for all animal species.
The substance belongs to the category of additives “nutrient additives” and to the functional group “amino acids, their salts and analogues”.
The Regulation shall enter into force 20 days after its publication in the Official Gazette.

Trichinella control 

Commission Implementing Regulation 2020/1478, concerning sampling, reference methods for
conditions for detection and import related to Trichinella control.

Namely, Commission Regulation (EU) 2015/1375 lays down special rules on official controls of Trichinella in meat, including laboratory testing of samples of pig meat for slaughter.

Implementing Regulation (EU) 2015/1375 provides for a derogation from the examination for Trichinella when entering the EU in which pigs come from holdings that do not officially have Trichinella and apply controlled housing conditions. A. a third country may apply this derogation only if it has notified the Commission of the application of such a derogation and if the Commission has indicated to that effect. This applies to third countries listed in Commission Regulation (EU) No 182/2011. 206/2010, including Serbia, as well as BiH, Macedonia, Albania, Montenegro.

The reference method of Trichinella detection in samples collected from domestic pig carcasses is also intended. 2015. International Organization for Standardization
adopted the global standard ISO 18743: 2015 which specifies the method of detection of Trichinella spp. larvae of the muscular stage in the meat of individual carcasses of animals intended for human consumption.

It is therefore appropriate to replace the reference method in Regulation (EU) 2015/1375 with ISO 18743: 2015 to bring the Union reference method into line with this global standard.

The Regulation will enter into force 20 days after its publication in the Official Gazette, and Article 1 (4), (5) and (7) will apply from 21.04.2021.

Consequences caused by the COVID-19 pandemic – Air traffic 

Commission Delegated Regulation 2020/1477 concerning the temporary extension of exceptional measures to address the consequences caused by the COVID-19 pandemic. Namely, the COVID-19 pandemic led to a sharp drop in air traffic as a result of a significant drop in demand and direct measures taken by member states, as well as third countries to combat the pandemic. These circumstances are beyond the control of the airline and the consequent voluntary or mandatory cancellation airline service is a necessary or legitimate response to these circumstances.

In order to protect the airline’s finances and avoid the negative impact on the environment of empty or mostly empty flights performed only for the purpose of maintaining basic airport slots, the amendment stipulates that slot coordinators consider slots allocated for the period from March 1, 2020 to 24. October 2020, as if they were transported by the airline to which they were originally assigned.

Since the pandemic lasted longer than originally planned, this time period is extended until March 27, 2021. years. The Regulation shall enter into force on the day following that of its publication in the Official Gazette.

Free movement in response to the COVID-19 pandemic 

The EU Council today adopted a Recommendation on a coordinated approach to restrictions on free movement in response to the COVID-19 pandemic. The aim of this recommendation is to avoid fragmentation and increase transparency and predictability for citizens and businesses.

The Council Recommendation is not a legally binding instrument. The authorities of the Member States remain responsible for implementing the content of the recommendation.

I would also like to mention that third countries are not covered by this Recommendation, ie that the recommendation is valid only for EU member states.

Each week, Member States should provide the European Center for Disease Prevention and Control (ECDC) with available data according to the following criteria:

– number of new cases per 100,000 inhabitants in the last 14 days
– number of tests per 100,000 inhabitants conducted last week (testing rate)
– percentage of positive tests conducted in the last week (test positivity rate)
Based on this data, the ECDC should publish a weekly map of EU Member States, broken down by region, to support Member States in making decisions. Areas should be marked with the following colors:

– green if the notification rate in 14 days is lower than 25 and the test positivity rate is below 4%
– orange if the 14-day notification rate is less than 50 but the test positivity rate is 4% or higher or, if the 14-day notification rate is between 25 and 150 and the test positivity rate is below 4%

Member States should not restrict the free movement of persons traveling to or from green countries.

Member States should in principle not refuse entry to persons traveling from other Member States. Member States which consider it necessary to impose restrictions may require persons traveling from non-green areas to:

– subject to quarantine
– undergo a test upon arrival
Member States may offer the possibility of replacing this test with a pre-arrival test.

Member States may also require persons entering their territory to submit passenger tracing forms. A common European form for finding passengers for possible joint use should be developed.

Member States intending to apply the restrictions should first inform the affected Member State, before entering into force, as well as the other Member States and the Commission. If possible, information should be provided 48 hours in advance.

Member States should also provide the public with clear, comprehensive and timely information on all restrictions and requirements. As a rule, this information should be published 24 hours before the entry into force of the measure.

The decision as to whether restrictions on free movement will be introduced to protect public health remains the responsibility of the Member States; however, coordination on this topic is essential. Since March 2020, the Commission has adopted a series of guidelines and communications aimed at supporting Member States’ efforts to coordinate and protect free movement within the EU. Commission Implementing Decision (EU) 2020/1402, published today in the Official Journal of the EU, amending the Annex to Executive Decision 2014/709 / EU concerning animal health measures relating to African swine fever in certain EU Member States.

African swine fever 

Commission Implementing Decision (EU) 2020/1391, published today in the Official Gazette of the EU regarding certain protection measures related to African swine fever in Germany. Germany has notified the Commission of the current situation with African swine fever on its territory, at the end of September 2020, in parts of Brandenburg in accordance with Article 15 of Directive 2002/60 / EC, undertaking lower measures, including the establishment of applying only from Article 15 of the Directive in order to spread the spread of the disease.

Plant production 

Commission Implementing Regulation (EU) 2020/1361 of 30 September 2020 amending Implementing Regulation (EU) 2018/2019 as regards certain plants for planting of Malus domestica, originating in Serbia and certain plants for planting of Acer japonicum Thunberg, Acer palmatum Thunberg and Acer shirasawanum Koidzumi, originating in New Zealand.

On July 31, 2019, Serbia submitted a request to the Commission for the export to the Union of one-year and two-year-old bare root, grafted plants for planting, which belong to the species Malus domestica.

On May 13, 2020, the European Food Safety Authority (the “Agency”) published a scientific opinion regarding the risk assessment of Malus domestica plants for seedlings originating in Serbia.

Based on this opinion, it is considered that the phytosanitary risk of introduction into the Union of annual and up to two years old rooted, grafted plants for planting belonging to the species Malus domestica, originating from Serbia, is reduced to acceptable levels, provided that appropriate measures are applied. mitigating the risk of pests associated with these plants for planting. As such appropriate measures are provided for in point 9 of the Annex to Commission Implementing Regulation (EU) 2019/2072 (5), those plants for planting should no longer be considered as high-risk plants and should be removed from the Annex to Executive Regulation (EU) 2018/2019.

It is recalled that diagonal cumulation can only be applied if the Parties of final manufacture and of final destination have concluded free trade agreements, containing identical rules of origin, with all the Parties participating in the acquisition of originating status, i.e. with all the Parties from which the materials used originate. Materials originating in a Party which has not concluded an agreement with the Parties of final manufacture and/or of final destination shall be treated as non- originating. Fatty acids in certain foods

In order to exclude any possible health concerns for infants and young children, in particular taking into account possible exposure to 3-MCPD and its fatty acid esters in infants fed exclusively on infant formula, it is appropriate to establish specific strict maximum levels, depending on whether sold in powder or liquid form, for infant formula, formula and food for special medical purposes intended for infants and young children. Foodstuffs listed under point 4.3 of the Annex to Regulation (EC) No 1907/2006 1881/2006 which were lawfully placed on the market before 1 January 2021 may still be placed until the date of minimum durability or expiry date. Multilateral Action Program for 2020 – Part 2

Commission Implementing Decision of 28.07.2020. on the adoption of the Multilateral Action Program for 2020, Part 2. The maximum contribution of the Union for the implementation of the programs referred to in Article 1 of this Decision is set at EUR 32,000,000 and is financed from the issues entered in the budget line on February 22, 2001. As for IPA II funds, it is available to all economies of the Western Balkans. Details and conditions of use are in the Annex to the Decision.
The focus of the action program for 2020 – Part 2 is largely based on:
1) Supporting sustainable connectivity by providing funds for the implementation of sustainable green recovery and green economic growth in the Western Balkans.
2) Promoting regional cooperation and good neighborly relations, with a focus on a) culture, strengthening the role of creative industries; and b) dealing with the criminal responsibility and rights of victims of the 1990s conflict in the former Yugoslavia.
3) Linking competitiveness and inclusive economic growth by supporting the primary trade pillar of the Regional Economic Area in relation to non-tariff measures and dispute resolution, cooperation on quality infrastructure and e-commerce; yes,

Maximum Levels of Polycyclic Aromatic Hydrocarbons 

Commission Regulation 2020/1255, published today in the Official Gazette of the EU, amending Regulation (EC) no. 1881/2006 regarding maximum levels of polycyclic aromatic hydrocarbons (PAH) in traditionally smoked meat and smoked meat products and traditionally smoked fish and smoked fish products and establishing maximum levels of PAH powder from food of plant origin used for preparation of beverages. Namely, it has been established that in some Member States it is not possible to achieve minimum levels of PAH, and those Member States may approve the placing on the market of smoked meat and smoked meat products with higher PAH, and Latvia, Finland and Sweden are allowed to place smoked fish with higher PAH level. Council Recommendation on a coordinated approach to the restriction of free movement in response to the COVID-19 pandemic

The European Commission today adopted a proposal for a Council Recommendation to ensure that all measures taken by EU member states restricting free movement due to the coronavirus pandemic are coordinated and clearly communicated at EU level. The aim of the adopted proposal is to introduce uniform treatment of EU member states regarding the issue of freedom of movement during the pandemic. As this is a recommendation, it does not oblige Member States to act.
The Commission proposal identifies four key areas in which Member States should work more closely together:

Rules of origin: EU to enhance preferential trade with Pan-Euro-Mediterranean (PEM) countries

Information related to the package of proposals adopted by the European Commission today, which aim to increase trade between the European Union and neighboring countries in the Pan-Mediterranean region (PEM) and thus contribute to economic recovery after the coronavirus outbreak. Today’s proposals will modernize the EU’s preferential trade agreements with 20 PEM trading partners by making the relevant “rules of origin” in those agreements more flexible and business-friendly.

These proposals amend the EU’s bilateral agreements with the following countries: Iceland, Liechtenstein, Norway, Switzerland, the Faroe Islands, Turkey, Egypt, Israel, Jordan, Lebanon, Palestine, Georgia, the Republic of Moldova, Ukraine, Albania, Bosnia and Herzegovina, Northern Macedonia, Montenegro, Serbia and Kosovo.

These provisions will facilitate the benefits of trade preferences, such as:

Commission Implementing Decision 2014/709 / EU (4) lays down animal health control measures in relation to African swine fever in certain Member States, where cases of that disease have been confirmed in domestic or
wild boar (Member States concerned). The Annex to that Implementing Decision defines and lists certain areas of the Member States concerned in Parts I to IV thereof, differing in the level of risk based on
the epidemiological situation related to that disease. The Annex to Implementing Decision 2014/709 / EU has been amended several times to take account of changes in the epidemiological situation in the Union in relation to African swine fever, which must be reflected in that Annex. The annex to the Implementing Decision 2014/709 / EU was the last
amended by Commission Executive Decision (EU) 2020/1150 (5), following a change in the epidemiological change of the disease situation in Lithuania, Poland and Slovakia.

The substances listed in the Annex, which belong to the category of additives “sensory additives” and to the functional group “aromatic compounds”, are permitted as food additives in animal nutrition under the conditions laid down in that Annex.

Protection against dumped and subsidised imports from non EU members countries  

Commission Delegated Regulation (EU) 2020/1173 of 4 June 2020 amending Regulation (EU) 2016/1036 on protection against dumped imports from countries not members of the European Union and Regulation (EU) 2016/1037 on protection against subsidised imports from countries not members of the European Union as regards the duration of the period of pre-disclosure.

The changes apply to the following:

  • Union producers, importers and exporters and their representative associations and representatives of exporting countries may request information on the planned imposition of provisional duties. Requests for such information must be made in writing within the time limit specified in the notice of initiation. Such information will be provided to them four weeks before the imposition of provisional measures. Such information shall include: a summary of the proposal, for information purposes only and details of the calculation of the dumping margin and the margin adequate to eliminate injury to the Union industry, taking into account the need to respect confidentiality obligations. In cases where no interim obligation is intended but an investigation is continued, interested parties shall be notified of the failure to perform their duties four weeks before the expiry of the time limit referred to in Article 7 (1) for the imposition of provisional duties.
  •  Union producers, importers and exporters and their representative associations, as well as the country of origin and / or Export, may request information on the planned imposition of provisional duties. Requests for such information must be made in writing within the time limit specified in the notice of initiation. Such information will be provided to them four weeks before the imposition of provisional measures. Such information shall include: a summary proposed for information purposes only and details for the calculation of the amount of the countervailable subsidy and the margin adequate to eliminate the injury to the Union industry. The parties have three working days from the delivery of such information to comment on the accuracy of the calculation. In cases where no interim obligation is intended but an investigation is ongoing, interested parties shall be notified of the failure to perform their duties four weeks before the expiry of the time limit referred to in Article 12 (1) for the imposition of provisional duties.

Minimum Requirements on Maximum Daily and Weekly Driving Times

Regulation 2020/1054, which concerns the minimum requirements for maximum daily and weekly driving time, minimum breaks and daily and weekly rest periods.
Namely, the existing requests for breaks proved to be inappropriate and impractical for drivers. It is therefore appropriate to adapt the request to record a break to the specifics of the transport operations carried out by drivers, without compromising driver safety and road safety.

Drivers engaged in the international transport of goods spend longer periods outside their homes. Current requests for regular weekly rest may unnecessarily extend those periods. It is therefore desirable to adjust the provisions on regular weekly rest so that it is easier for drivers to perform international transport in accordance with the rules and to reach their home during their regular weekly rest, and to be fully compensated for all reduced weekly rest. Given the differences between passenger and freight transport, this possibility should not apply to drivers engaged in passenger transport.

You can see all the specific changes in the attachment. The Regulation shall enter into force 20 days after the day of its publication in the Official Gazette, and item 15 of Article 1 and item 12 of Article 2 of 31.12.2024.

Council Conclusions on Compliance with the necessary hygiene and infection control measuress to ensure cross border collective passenger transport.

These Conclusions are not binding on Member States, but propose measures that Member States can put in place to ensure the health safety of workers and passengers in cross-border transport.

It is proposed to promote measures such as:

– where circumstances allow, all passengers should be kept at a safe distance from other people, with the exception of members of their family or household with whom they travel;

– where technically feasible, include all possibilities to reduce physical contact, for example, greater use of digital maps and digital map inspections;

– facilitate border crossing procedures in order to minimize contact between staff and passengers as much as possible within the existing framework;

– unless other technical or organizational measures can be taken to maintain physical contact at a distance, it is proposed that, in accordance with national infection control measures, passengers cover their mouths and noses in all means of transport operating in cross-border passenger transport (vehicles, trains) , vessels and aircraft, access points and embarkation and disembarkation infrastructure);

– adequate fresh air circulation and regular fresh air supply should be provided in all means of transport;
a means of transport providing cross-border services;

– cleaning should be intensified on all means of transport operating cross-border passenger transport (vehicles, trains, vessels and planes, access points and boarding and disembarkation infrastructure) and, where cleaning has already been carried out, maintain a high standard of cleanliness; this may include making disinfectants available.

Conclusions of the Special Meeting of the European Council 

Conclusions of the Special Meeting of the European Council (17, 18, 19, 20 and 21 July 2020)

The conclusions represent a balanced solution that satisfies the interests and positions of all eu member states. It is a comprehensive package that combines the EU budget for the period 2021-2027 and the Recovery Package intended to address the consequences of the crisis caused by the fall. The conclusions represent an agreement between the prime ministers / presidents of the 27 EU member states, following an extraordinary EU summit that lasted the previous four days. This proposal will be voted on by the European Parliament and, if adopted, will be considered final. In the Decision on its own resources, the European Commission will be authorized to lend funds on the capital markets on behalf of the Union up to the amount of 750 billion. These funds can be used only for the purpose of repairing the consequences of the COVID-19 crisis. Of this amount, EUR 360 billion at 2018 prices and EUR 390 billion in 2018 prices are planned for loans. Repayment is planned in accordance with the principle of good financial standing of management, in order to ensure a permanent and predictable reduction of liabilities by 31 December 2058.
The EU budget proposal for the period 2021-2027 amounts to EUR 1.074.3 billion. The MFF for the period 2021-2027 will have the following structure:
– Title 1 “Single Market, Innovation and Digital Market”;
– Title 2 “Cohesion, resilience and values” which will contain a subtitle for economic, social and territorial cohesion and a subtitle for resilience and values;
– Title 3 “Natural resources and the environment” which will include a sub-ceiling for market expenditure and direct payments;
– Title 4 “Migration and border management”;
– Title 5 “Security and Defense”;
– Title 6 “Neighborhood and the World”;
– Title 7 “European Public Administration” which will include a sub-ceiling for the administrative expenditure of the institutions.

Substances and Pesticides 

Commission Delegated Regulation (EU) 2020/1068, published today in the Official Gazette of the EU amending Annexes I and V of Regulation (EU) no. 649/2012 of the European Parliament and of the Council on the export and import of dangerous chemicals. The Commission has decided not to renew the approval of the substances chlorothalonil, chlorpropham, desmedipham, dimethaate, dicat, ethoprophos, phenamidone, flurtamone, oxasulfuron, propineb, pymetrozine and quinoxyfen as active substances in accordance with Regulation (EC) No 1907/2006. 1107/2009 The European Parliament and the Council, provided that these substances are prohibited for any use in the “pesticides” category due to the absence of any other use in that category. This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union. It shall apply from 1 September 2020.

Controls on the production of organic products due to the COVID-19 pandemic 

Commission Implementing Regulation (EU) 2020/977 of 7 July 2020 derogating from Regulations (EC) No 889/2008 and (EC) No 1235/2008 as regards controls on the production of organic products due to the COVID-19 pandemic.

The essence of the submitted Regulation explains the deviations from certain articles of the Regulation from 2008, regarding low-risk operators, due to the impossibility of conducting physical inspections (due to the COVID 19 pandemic) for the purpose of annual inspections and renewal of documentary evidence of organic operators. In these cases, instead of physical control, proving is done by submitting documentation and any available means of distance communication.

With regard to operators, and in relation to operators wishing to adhere to organic production schemes for the first time and in all other cases, such as retroactive recognition, to a movement restriction event caused by national measures related to the COVID-19 pandemic, physical inspection of the member is performed as soon as control and certification of activities may continue in the Member States and in the third country concerned, following the completion of national measures related to the COVID-19 pandemic. Until then, documentary checks are issued for the purpose of annual inspection and renewal of documentary evidence of organic operators and retroactive identification, can be performed when necessary, also by any available means of distance communication.

Novel Food 

Commission Implementing Regulation (EU) 2020/973 of 6 July 2020 authorising a change of the conditions of use of the novel food ‛protein extract from pig kidneys’ and amending Implementing Regulation (EU) 2017/2470.

As it is primarily a supplement in the form of a pipula that is used as a food supplement for medical purposes, I considered that this is primarily information of interest to manufacturers of medical practice.

The authorization of this novel food in the form of a supplement essentially gives permission for placing this product on the EU market, in compliance with the rules of labeling of this product, which are also an integral part of the submitted Regulation.

The Regulation shall enter into force on the twentieth day following its publication in the Official Journal of the EU.

Implementing Commission Regulation (EU) 2020/894, published today in the Official Gazette of the EU, which amends the Implementing Regulation (EU) 2019/159 on the subject of introducing definitive protective measures for the import of certain steel products into the EU. Regulation shall enter into force tomorrow, July 1, 2020. The accompanying Annexes to the Regulation clearly state the permitted quantities of imports of certain steel products, as well as the amounts of customs duties after the quotas have been used up.

Public Health – Chemical Product 

Commission Regulation 2020/878, published today in the Official Gazette of the EU, amending Annex II of Regulation (EC) no. Regulation (EC) No 1907/2006 of the European Parliament and of the Council concerning the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH).

Annex II refers to the requirements for the compilation of safety data sheets providing information on chemical substances and mixtures in the Union. Regulation (EU) 2018/1881 introduces special requirements for nanoform substances. As information on these requirements should be included in the safety data sheets, Annex II of Regulation (EC) no. Regulation (EC) No 1907/2006 should be amended accordingly. Also, the unique identifier of the formula must be stated only in the safety data sheet, considering the danger of the mixture delivered for use on industrial sites. Specific concentration limits, multiplication factors and acute toxicity estimates are relevant for the safe use of substances and mixtures and should therefore be noted, if available.

Union Customs Code 

Delegating Regulation 2020/877, published today in the Official Gazette of the EU, which amends certain articles of the rules of the Customs Code of the Union. The amendments concern the definition of the customs authority of entry into the Union, express shipment, express carrier, essential value of the shipment, goods moved or used in the context of military activities, EU 302 forms, ship waste, maritime national single window, violations of tax and customs legislation, derogation for the calculation of the amount of import duty for processed products.

The changes were made primarily with regard to goods needed for the army in accordance with the mobility pact, but also contains changes to general rules that may be of interest to members of the Association, as well as in the context of continuous harmonization of national legislation in PG 29 with EU rules.

This Regulation shall enter into force on the 20th day following that of its publication in the Official Journal, except for Article 1 (13) (b) and Article 1 (16) (b) (i), which shall apply from 15.03.2020.

Classification of certain goods in the Combined Nomenclature

Tariff quotas 

Commission Delegated Decision 2020/760 of 17 December 2019 supplementing Regulation (EU) No 1308/2013 of the European Parliament and of the Council as regards the rules for the administration of import and export tariff quotas subject to licences and supplementing Regulation (EU) No 1306/2013 of the European Parliament and of the Council as regards the lodging of securities in the administration of tariff quotas.

Namely, this Regulation lays down rules that supplement Regulation (EU) no. 1306/2013 and (EU) no. 1308/2013, ie: conditions that the operator must meet in order to submit a request within tariff quotas, rules on transfer of rights between operators, deposit and issue of securities, provision, when necessary, for any special characteristics, requirements or restrictions applicable to tariff quotas; special tariff quotas provided for in Article 185 of Regulation (EU) no. 1308/2013.

The regulations will be applied from January 1, 2021..

Use of Annatto, Bixin, Norbixin

Annexes II and III to Regulation (EC) No 1333/2008 are amended in accordance with Annex I of this Regulation. Annex to Regulation (EU) no. 231/2012 is amended in accordance with Annex II of this Regulation.

Until 2 January 2021, food additives Annatto, Bikin, Norbikin (E 160b) may continue to be placed on the market as such in accordance with the rules that were applicable before 2 July 2020.

Until 2 January 2021, food containing Annatto, Bikin, Norbikin (E 160b) that is produced and labeled in accordance with the rules that were applicable before 2 July 2020, may continue to be placed on the market. After that date, they can remain on the market until stocks are depleted.

Specification for food additives 

EU Regulation 2020/763 of 9 June 2020 amending the Annex to Regulation (EU) No 231/2012 laying down specifications for food additives listed in Annexes II and III to Regulation (EC) No 1333/2008 of the European Parliament and of the Council as regards specifications for tricalcium phosphate (E 341 (iii)). Based on scientific evidence, explained in the preamble of the Regulation, it was concluded that tricalcium phosphate (E 341 (iii)) cannot have an impact on human health and in accordance with this finding, the definition of this additive has been replaced  and can be found in the Regulation from 2012.

Maximum residue levels for chlorate in products 

EU Regulation 2020/749 of 4 June 2020 amending Annex III to Regulation (EC) No 396/2005 of the European Parliament and of the Council as regards maximum residue levels for chlorate in or on certain products.

The European Food Safety Authority collected data between 2014 and 2018 to investigate the presence of chlorate residues in food and drinking water. These data indicated that chlorate residues were present at levels that often exceed the set MRL of 0.01 mg / kg and that levels varied depending on the source and product.

The agency has adopted a scientific opinion regarding the public health risks associated with the presence of chlorate in food. In this opinion, the Agency established a tolerable daily intake (TDI) of 3 µg / kg body weight per day and an acute reference dose (ARfD) of 36 µg / kg body weight.

The annex to the Regulation gives the permitted amount of chlorate residues in or on food products, according to the type of product.

The regulation enters into force on the twentieth day from the day of its publication in the Official Gazette of the EU, and will be reviewed no later than June 8, 2025.

EU Regulation 2020/740 of the European Parliament and of the Council, published today in the Official Gazette of the EU, on tire labeling with regard to fuel economy and other parameters, amending Regulation (EU) 2017/1369 and repealing Regulation (EC) no. 1222/2009

The regulation establishes a framework for providing harmonized information on tire parameters through labeling to enable end-users to be informed when purchasing tires, in order to increase safety, health and economic and environmental efficiency, by promoting long-lasting and safe low-noise tires that save fuel.

This Regulation applies to C1, C2 and C3 tires placed on the EU market. Detailed information and related annexes form an integral part of the attached Annex.

The regulation shall enter into force on the twentieth day following its publication in the Official Journal of the European Union and shall apply from 1 May 2021.

Commission Notice 

Notice of the Commission on the application of energy labeling requirements on electronic screens, household tumble dryers, tumble dryers, refrigeration appliances and household dishwashers and ecodesign requirements for the provision of information for external power supplies.

Commission Delegated Regulations (EU) 2019/2013 (1), (EU) 2019/2014 (2), (EU) 2019/2016 (3) and (EU) 2019/2017 (4) adopted (“Energy Labeling Regulations” ) in 2019 impose new obligations for marking electronic displays, household washing machines, household laundry dryers, refrigeration devices and household dishwashers. These regulations will apply from March 1, 2021, but from November 1, 2020, suppliers must submit a changed label with the products they place on the market, and they must also enter the parameters of the new product information sheet in the product database.

Commission Regulation (EU) 2019/1782 (5) on ecodesign requirements for external power supplies applies from 1 April 2020 and sets out new information requirements to be provided to end-users, market surveillance authorities and other stakeholders. These include redesigning type plates that are placed on equipment that is placed on the market.

 Acceptance of electronic copies  

Commission Implementing Regulation (EU) 2020/633 of 8 May 2020 laying down temporary measures for the acceptance of electronic copies of original official documents for applications for import tariff quotas for agricultural products managed by a system of import licences and for applications for import licences on husked Basmati rice, due to the pandemic of COVID-19. As this rule is applied, if it is considered necessary for the management of quotas according to import tariffs, the Commission Regulation regulating that quota may provide additional conditions, and the Implementing Regulation is submitted as a reference for the baby beef system originating from Serbia.

The rules have not been changed, but it is prescribed that due to the conditions of the pandemic, the accompanying documentation can be submitted electronically, as a copy of the original document, while the original can be submitted to the EU authorities within 3 months with a written statement that due to technical obstacles insight at first.

This Regulation shall apply on the day following that of its publication in the Official Journal of the EU.

In order to assist this action at the external border, the European Commission has prepared this guidance (the Guidance) based on input from the European Border and Coast Guard Agency (Frontex), with the support of the European Centre for Disease Prevention and Control (ECDC) and Europol. On 24th of March 2020. the Commission adopted decisions on harmonised standards which will allow manufacturers to place on the market high performing devices to protect patients, health care professionals and citizens in general. The standards will facilitate a faster and less expensive conformity assessment procedure. The revised harmonised standards play a pivotal role in the current coronavirus pandemic because they relate to critical devices* such as:

– medical face masks
– surgical drapes, gowns and suits
– washer-disinfectors
– sterilisation

Once implemented, the use of these standards will allow manufacturers of medical devices and other concerned economic operators, to comply with the health and safety requirements of the EU legislation, taking into account the most updated technical solutions. These standards, once referenced in the Official Journal of the European Union, grant conformity of devices with the requirements of the three Directives on medical devices.

The decision to adopt these harmonised standards for medical devices represents an additional measure taken by the Commission to respond to the coronavirus outbreak. Also upon the urgent request of the Commission, the European Committee for Standardization (CEN) and the European Committee for Electrotechnical Standardization (CENELEC), in cooperation with their members made available a number of European standards for certain medical devices and personal protective equipment.

COVID-19 Commission Communication: Implementation of the Green Lanes  

The Guidelines for border management measures to protect health and ensure the availability of goods and essential services adopted by the European Commission on 16 March 2020, stress the principle that all EU internal borders should stay open to freight and that the supply chains for essential products must be guaranteed.

In order to preserve the EU-wide operation of supply chains and ensure the functioning of the Single Market for goods, wherever internal border controls exist or have been introduced Member States are requested to designate immediately all the relevant internal border-crossing points of the trans-European transport network (TEN-T) and additional ones to the extent deemed necessary, as “green lane” border crossings – for land (road and rail), sea and air transport.

Going through these “green lane” border crossings, including any checks and health screening of transport workers, should not exceed 15 minutes on internal land borders. The “green lane” border crossings should be open to all freight vehicles carrying any type of goods.

Transport workers, irrespective of their nationality and place of residence, should be allowed to cross internal borders. Restrictions such as travel restrictions and mandatory quarantine of transport workers, should be waived, without prejudice for competent authorities to take proportionate and specifically adapted measures to minimise the risk of contagion.

COVID-19 Guidelines for border management measures to protect health and ensure the availability of goods and essential services  

The coronavirus crisis has highlighted the challenge of protecting the health of the population whilst avoiding disruptions to the free movement of persons, and the delivery of goods and essential services across Europe. The implementation of the Union’s policies on checks of persons and goods should be governed by the principle of solidarity between the Member States. In order to avoid shortages and avoid that the social and economic difficulties that all European countries are already experiencing worsen, maintaining the functioning of the Single Market is key. Member States should therefore not undertake measures that jeopardise the integrity of the Single Market for goods, in particular of supply chains, or engage in any unfair practices. Member States must always admit their own citizens and residents, and facilitate transit of other EU citizens and residents that are returning home. As regards measures linked to border management, coordination at EU level is key. Therefore, these guidelines set out principles for an integrated approach to an effective border management to protect health while preserving the integrity of the Single Market. The measures are relateed to: movement of goods and services, supply of goods, health measures, external borders and internal borders.

COVID-19: Export Authorization Scheme for personal protective equipment  

With regard to Commission Implementing Regulation 2020/402 and considering the outbreak of the epidemiological crisis caused by the coronavirus SARS-CoV-2, the disease associated with it, the COVID-19, has been spreading fast across the world, reaching also the Union’s territory. An export authorisation established in accordance with the form set out in Annex II shall be required for the export outside the Union of personal protective equipment listed in Annex I, whether or not originating in the Union. Such authorisation shall be granted by the competent authorities of the Member State where the exporter is established and shall be issued in writing or by electronic means. This Regulation shall enter into force on the day of its publication in the Official Journal of the European Union and apply for a period of six weeks. It shall automatically cease to apply at the end of this six weeks period.

Electronic Equipment – lead exemptions

Delegating Commission Directive 2020/360 as regards the exemption for lead in platinum electrodes used for certain conductivity measurements. Specifically, Member States are required to ensure that electrical and electronic equipment placed on the market does not contain the dangerous substances listed in Annex II to Directive 2011/65 / EU. Lead is considered a dangerous substance. However, the Commission had earlier decided to allow exemptions for the use of lead in the platinum electrodes used for conductivity measurements. This exemption is now being extended. Member States are obliged not later than 31.03.2021. adopt appropriate laws for the implementation of this Directive and the exemption shall apply until 31.12.2025.

Due to the obsolescence of certain entries in Directive 2008/38 / EC, which lays down general provisions for feedingstuffs for particular nutritional uses, and in the light of scientific and technological progress, it is necessary to amend the provisions relating to basic nutritional properties and labeling information. Food marked before 03/23/2022. which is in accordance with the rules applicable before 25.03.2020. may be placed on the market until stocks run out. The Regulation shall enter into force 20 days after its publication in the Official Gazette and shall apply from 25.12.2020.

European Commission Directive 2020/366, was published today in the Official Journal of the EU, as regards the exemption for lead as a thermal stabilizer in polyvinyl chloride used in certain in vitro diagnostic medical devices for blood analysis. Under Commission Directive 2020/364 amending as regards the exemption for cadmium in the tubes of video cameras resistant to radiation, and given that there are no adequate alternatives to cadmium in this case, the exemption is extended to 7 years from 05.03.2020, and Member States will adopt appropriate regulations to comply by 08/31/2020. The Directive shall enter into force twenty days after its publication in the Official Journal.

Hexavalent Chromium exemptions

Commission Delegated Directive (EU) 2020/362

Concering Commission Directive 2020/362 on waste vehicles as regards the exemption for hexavalent chromium as an anti-corrosion agent for refrigerants, Member States must prohibit the use of lead, mercury, cadmium and hexavalent chromium in the materials and components of vehicles placed on the market. However, under certain conditions, the exemption for hexavalent chromium applies. That exemption is now being changed and divided into three parts. Member States are required to adopt the relevant regulations by 05/04/2020. a This Directive shall enter into force 20 days after its publication in the Official Journal.

The requested exemption renewal is approved for applications using high boiler temperatures until 21 July 2021. However, for applications with an input of <75 W (corresponding to a low boiler temperature), the conditions for renewal are no longer met and therefore the request for renewal should be rejected . The exemption for these notifications should expire 12 months from the date of entry into force of this Directive. Member States shall adopt and publish the laws implementing this Directive by 31 March 2021. a The Directive shall enter into force 20 days after its publication.

The news concerns Implementing Commission Regulation 2020/270 amending Regulation 1321/2014 as regards transitional measures for organizations involved in continuing aviation airworthiness. Implementing Regulation 2019/1383 introduced more flexible requirements for light aircraft as well as risk management measures for organizations involved in continuing airworthiness and transitional measures for aviation. The new Regulation corrects these transitional measures as well as the Annex to the previous Regulation. This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union. It shall apply from 24 March 2020.

Concerning the Delegated Regulation of the European Commission 2020/217, published today in the Official Journal of the EU, concerning the amendment of Regulation 1272/2008 on the classification, labeling and packaging of certain substances and mixtures. Delegated Regulation 2020/217 shall enter into force twenty days after its publication in the Official Journal, but it shall apply from 09 September 2021. I draw your attention to the amendment in Annex IV which applies from 01 December 2019. It lists a substance that is considered a carcinogen (Category I – known human carcinogens). Substances and mixtures manufactured before 9 September 2021 may be labeled and packaged in accordance with the old rules, except in the case of Annex IV.

The regulation concerns the maximum amount of prochloraz residues in or on certain products intended for human, plant and animal consumption, as well as animal nutrition. Maximum amounts of prochlorase residue are set out in the Annex and the Regulation enters into force on the twentieth day following its publication. It will apply from 09/04/2020. For all products except citrus fruits, kiwi fruit, bananas, mangoes, pineapples and beef livers (the European Food Safety Authority has assessed that there is a risk to the consumers of these products if the levels of maximum residue are not lowered), Regulation No 396/2005 continues as which was the aforementioned change, for products manufactured in the Union or imported into the Union before 4th September 2020.

Any appropriate changes with new thresholds for the presence of RNQP are contained in the Directive.

The regulation opens new tariff quotas with order numbers 09.2586 to 09.2593 inclusive at zero duty rates for appropriate quantities of those products; increases quota volumes for 09.2594, 09.2595, 09.2596, 09.2597, 09.2598, 09.2599, 09.2738, 09.2742; and prolongs the quota period for 09.2595, 09.2596, 09.2597, 09.2598 and 09.2599.

Commission Implementing Regulation (EU) 2019/2179

amending Implementing Regulation (EU) No 481/2012 as regards the country allocation of the tariff rate quota for high-quality beef and derogating from that Implementing Regulation for the quota year 2019/2020. The European Union and the United States of America concluded an Agreement on the country allocation of the tariff rate quota for high-quality beef on 5 December 2019, and this Regulations sets the future rules of the quota redistribution.

Automotive Industry 

Regulation (EU) 2019/2144 of the European Parliament And Of The Council

The Regulation defines general and technical conditions for vehicle and tire manufacturers, and applies to vehicles of categories M, N and O (based on Article 4 of EU Regulation 2018/858) and to systems, tires, components and separate technical units designed and built for such vehicles. All producers who have complied with the previous regulation can sell their products to the EU market until 15 July 2022.
